Case Study: Strategic Communications Initiative

Unified senior leaders to transform a strategy into everyday leadership.

The Challenge

The U.S. Department of Health and Human Services (HHS) recognized that achieving culture change at scale requires more than a strategy on paper—it demands consistent messaging from all leaders. To support this, HHS developed a DEIA Leadership Communications Strategy aimed at equipping senior leaders across divisions with a unified DEIA vision and messaging of shared values. The challenge was clear: how to ensure geographically dispersed senior leaders and supporting HR, EEO, and DEIA professionals could consistently communicate, champion, and implement the strategy in a way that shaped the lived experiences of over 80,000 employees.

The Solution

While at the Partnership for Public Service, Kevin designed an initiative responsive to these goals and conducted a comprehensive current state analysis that included pulse surveys, focus groups, and executive interviews. This assessment surfaced communication gaps, cultural barriers, and specific opportunities to better align senior leadership behaviors with desired DEIA principles.

The solution centered around a series of 12 high-impact Executive Workshops tailored to HHS’s DEIA Leadership Communications Strategy. These workshops introduced senior leaders to the strategy’s pillars—Organizational Culture, Leadership Accountability, and Attracting & Retaining Talent—and provided actionable steps for embedding DEIA messaging into team operations, staff meetings, and weekly updates.

Recognizing the need for collaboration beyond senior leadership, Kevin facilitated strategic communications sessions with HR, EEO, and DEIA professionals. These sessions clarified roles, aligned messaging efforts, and positioned these key stakeholders as stewards for institutionalizing equitable practices.

The Result

Post-session surveys revealed more than 85% cumulative rating of “applied lessons learned on the job” question from 130+ participants. Consequently, the initiative immediately established a consistent leadership voice across HHS, creating a roadmap for embedding DEIA principles into agency culture through daily interactions. As a result, senior leaders were also better positioned to model inclusive behaviors, shape employee experience, and advance the department’s long-term mission goals.
